On that part, you can go in the steam settings and change the default city for steam servers to something more local to you. It may well be that doing a bit less works but imo, it's simplest just to do the directory wipe and fresh install assuming your data rate through your ISP is high. Deleting the entire Europa Universalis IV and uninstalling and installing the game fixed this.
It does the same thing when i uninstall the common sence dlc.
